Community Engagement

At Enertrans Global, community engagement is not a regulatory step to be completed before construction begins. It is a continuous, structured commitment to the people and communities in whose land and lives our projects take root - and it begins from the first day we assess a site, not the day we break ground.

FBI

Field-Based Investigation

Before any project advances beyond initial feasibility, our development teams conduct Field-Based Investigations - structured, on-the-ground assessments that go beyond desk-based review. FBI processes involve direct engagement with landowners, barangay officials, local community representatives, and indigenous community leaders to understand land use, community dependencies, existing livelihoods, and the specific concerns of those who live nearest the project site. Every field visit is documented, every concern is recorded, and the findings directly shape how we design and adapt our development approach.

Free and Prior Informed Consent

Where our projects affect areas within or adjacent to ancestral domains or indigenous community territories, we apply a rigorous Free, Prior and Informed Consent process in accordance with the national legislations and IFC Performance Standard 7 on Indigenous Peoples. FPIC is not a formality in our workflow - it is a prerequisite. We work directly with the National Commission on Indigenous Peoples (NCIP) and with community-designated representatives. No project proceeds on land subject to FPIC requirements without that consent being freely and meaningfully given.

Systematic identification and management of project risks and impacts on communities, livelihoods, and the environment, with a structured Community Engagement Plan maintained throughout the project lifecycle.

Community Health, Safety and Security

Designing and operating projects in ways that do not impose disproportionate health, safety, or security burdens on host communities, including protocols for contractor behaviour, traffic, and construction noise.

Land Acquisition and Involuntary Resettlement

Where land is required, ensuring that agreements with landowners and communities are fair, transparent, and negotiated - not imposed - and that no livelihood displacement occurs without a documented and agreed restoration plan.

Indigenous Peoples

Applying enhanced engagement standards wherever indigenous communities are present, including culturally appropriate consultation, FPIC compliance, and the design of benefit-sharing arrangements that reflect community values and needs.

Our community engagement process is not managed by a separate CSR function. It is embedded in our development team - the same people who negotiate land agreements and manage DOE permitting are also responsible for community consultation, benefit-sharing design, and maintaining relationships with barangay and municipal officials throughout the project's life. Community confidence is part of project bankability, and we treat it as such.

Giving Back to the Indigenous Community - Christmas 2025

In December 2025, the Enertrans Global development team organized a Christmas and Year-End gift-giving initiative for the Indigenous Peoples community in central Luzon - the host community for one of ETG's solar development sites in the province. The IP community, whose ancestral domain and traditional land-use areas intersect with the broader project area, has been a central partner in ETG's Field-Based Investigation and FPIC process. Gifts distributed included practical household provisions and food packages for community families, delivered directly in coordination with community leaders.

Community Voices in Focus: Public Scoping for the Luzon Solar Project EIA

On April 20, 2026, Enertrans Global conducted the Public Scoping session for the Environmental Impact Assessment of its proposed solar power project in Luzon - a mandatory and critical milestone in the Philippine DENR EIA process under DAO 2003-30. ETG's approach treats this session as a genuine listening exercise: community members, barangay officials, local government representatives, and indigenous community leaders were invited to voice their concerns, identify their priorities, and directly shape the scope of the independent environmental study.

Central Luzon Solar Power Project

Listening Before Building: Community Consultation in Central Luzon

On March 30, 2026, ETG convened a formal public consultation with residents and officials in central Luzon - the host barangay for the proposed Solar Power Project. The consultation presented the project's design, expected footprint, construction timeline, and long-term operational characteristics, and formally sought the Barangay Resolution of Support and No Objection - a community endorsement required by the Philippine Department of Energy.

Engaging Government: Municipal Council Committee Hearing

On December 4, 2025, Enertrans Global appeared before the relevant committee of the Municipal Council to present the proposed solar power project and seek the Municipal Resolution of Support and No Objection. ETG's presentation covered the project's economic and infrastructure benefits to the municipality, tax revenue and employment projections, land use compatibility with existing agricultural zoning, and the community engagement and environmental compliance processes already underway. The Municipal Resolution of Support was subsequently approved.

Community Partnership at the Start: Consultation for the Pampanga Project

The Pampanga Solar Power Project with a battery energy storage system was the first ETG project to reach transaction stage, and among the first to go through ETG's full community engagement process. ETG's team met formally with the barangay officials to present the project, answer community questions, and secure the Barangay Resolution of Support and No Objection. The project's successful completion of its community engagement milestones contributed directly to the project's bankability and its successful sale to an institutional partner.
